Last year Housing Rights submitted a response to the Call for Evidence on the Housing Supply Strategy.  We note areas in the draft strategy where our recommendations have been taken on board and we hope this response will help to further advance the development of this strategy.

Housing Rights response to Department for Communities consultation on notice to quit

We have responded to the Department for Communities consultation on notice to quit.

The Private Tenancies Bill extends the notice to quit period from 28 days to 8 weeks, for tenancies lasting longer than 12 months. The 12-week notice period for tenancies of more than 10 years will stay the same. The DfC’s consultation is to investigate whether 8 weeks is enough time for a tenant to find a suitable home.

We know how important it is to address the shortage of housing in Northern Ireland.But any new housing product has to add to the net housing stock we currently have and must be truly affordable

Housing Rights response to the Housing Supply Strategy call for evidence

Housing Rights welcomes the development of this strategy and are pleased to contribute to the Call for Evidence. In our view the impact of this strategy could be more fully delivered if the title of the strategy was more representative of the strategy’s proposed objectives. “Housing Supply” is a technical term which is directly relevant to the first proposed objective. A broader title may more fully encompass the breadth of objectives in the strategy. Housing Rights notes the adoption in the easy read version of this document of the title “A plan for housing for people in NI” and would readily support the adoption of these sentiments in the main strategy title.

Housing Rights response to draft DfC Budget 2021/22 Impact Assessment

Housing Rights welcomes many of the funding commitments in the draft budget, but is concerned at the lack of funding for initiatives to support households who are homeless, at risk of homelessness or living in unaffordable and unsustainable conditions.

NIHE Customer Support and Tenancy Sustainment Strategy Response

Housing Rights has responded to the Housing Executive's Draft Cusomter Support and Tenancy Sustainment Strategy for 2019 to 2022. We welcome the Strategy's focus on prevention of tenancy breakdown and homelessness and have made a number of recommendations in our response which we hope will help to ensure a commitment to tenancy sustainment across all tenures.

Housing Rights response to Department for Communities consultation on a revised definition of "affordable housing"

Housing Rights has responded to the Department for Communities’ consultation on the Definition of Affordable Housing.

The Consultation paper was produced by the Department to inform engagement on proposals for an updated definition of ‘affordable housing’ for Northern Ireland, with the aim of producing a clear definition which can be applied consistently in legislation, policy, local plans and practice.

Housing Rights welcomes the Department’s decision to put forward initial thoughts whilst also calling for additional evidence and insight from stakeholders to assist in policy refinement in this area.

Housing Rights responds to NIHE consultation on draft Chronic Homelessness Action Plan

August 2019

Housing Rights strongly welcomes the development of an Action Plan specifically dedicated to Chronic Homelessness, which is the first of its kind in the UK. It is our view that this Action Plan could have the potential to become the ‘go-to’ document on how best to respond to chronic homelessness within the UK. Housing Rights was therefore pleased to contribute a number of suggestions which we hope will be of use to the NIHE when amending and refining the existing proposals.
