Housing Executive Stock Transfers

The Housing Executive will be contacting over 1300 tenants to let them know about the potential transfer of their homes to housing associations.

This stock transfer is focused on four estates

  • Rossville (Londonderry)
  • Mourneview-Grey (Lurgan)
  • Killicomaine (Portadown)
  • Lord Street – Avoneil (Belfast)

Houses that require significant refurbishment

The Housing Executive does not have the required resources to give the homes in these areas the significant refurbishment that they need. The aim of the stock transfer is to allow housing associations to use low-cost private finance to facilitate investment.

Tenant engagement required

Each area will be able to vote on the proposals, and the transfer will only proceed with a majority of tenants in favour. Housing Associations will also be ensuring that the schemes are financially viable for them.

In order for the transfers to be successful, there needs to be effective engagement between tenants and associations, to ensure expectations are understood and met by both parties.

Housing Rights and Supporting Communities have come together to offer a one-day conference on tenant participation on the 11th April. Delivering on Tenant Participation: From strategy to implementation, focuses on the recently published Department for Social Development's Tenant participation Strategy and Action Plan. The conference will look at the tools needed to include tenants and how to engage ‘easy to ignore’ groups.
