Social Tenancies

Homelessness continues to be a significant challenge in Northern Ireland and a problem that afflicts the lives of many of local people.

According to DSD, “traditional responses to homelessness have focused on managing the impact of homelessness on individuals and families.. while this remains important, more needs to be done to prevent homelessness”. (DSD, Facing the Future: Housing Strategy for NI).

I recently met Teresa, a lone parent and Housing Executive tenant in rent arrears.  Teresa was at risk of possession and really needed help. 

Teresa was having difficulties paying her rent because she was under a lot of financial pressure and she had debts including a couple of payday loans which she’d taken out to tide her over at a time when she was finding things particularly tough.

In his statement, the Minister said “...change in structures is required to ensure we can continue to deliver well maintained housing stock, improve the focus on strategy and ensure value for money for taxpayers in the future.”

Response to Rent Arrears Protocol

Housing Rights Service is fully supportive of the aims of this pre action protocol. It is a very positive step which we hope will encourage more pre action contact; promote the benefits of getting good independent advice; and, above all, help to avoid costly and unnecessary legal action. In our experience, tenants whose cases have ended up in court are generally unaware of the legal consequences of a court order. We are therefore wholly supportive of the Lord Chief Justice’s decision to issue a Practice Direction in cases of social housing rent arrears. As the protocol states “Eviction should always be viewed as a last resort and should only be used when all other avenues have been exhausted.”

Over the last few of weeks, a number of challenges to the ‘bedroom tax’ have been heard in Great Britain. The bedroom tax is a new measure introduced under the Government’s programme of welfare reform whereby the amount of Housing Benefit which a social tenant receives will be reduced if they are regarded as under-occupying their home. The bedroom tax has not yet been introduced in Northern Ireland.

It seems that not a day goes by without the media being dominated by stories about welfare reform and the impact that it is having on people; especially in Great Britain where Universal Credit is being gradually introduced.

As a forerunner to future changes to welfare benefits in Northern Ireland, a number of reforms to Housing Benefit (HB) have already been implemented over the last number of years.
