The Department for Social Development (DSD) has announced a public consultation on proposals to introduce developer contributions for social and affordable housing.  The consultation, Developer Contributions for Affordable Housing: Public Consultation, closes on 26 August 2014.

Joseph Rowntree Foundation (JRF) Findings  published recently revealed that household incomes, poverty rates and the labour market have all worsened in Northern Ireland (NI) in the last five years. In each case, this deterioration has been greater than in Britain.  NI also has a higher poverty rate than the rest of Ireland. Before housing costs, 21% of people in NI were in poverty in 2011 compared with 15% in the Republic of Ireland.

Response to DSD Anti Social Behaviour Bill

Housing Rights Service is concerned about the new form of tenancy i.e. the Short Secure Tenancy (SST) which the DSD is proposing. We interpret the SST as a downgraded temporary tenancy for 6 months. After this time the SST either becomes secure again or possession is sought to bring the tenancy to an end using a largely administrative process. The court “would be required” to grant possession in such cases. In our view a system which allows for the removal of secure tenants’ rights by a largely administrative process runs contrary to the principle of natural justice and would interfere with human rights. Although this review does not extend to Northern Ireland, it nevertheless provides some food for thought on how we can raise local standards in private rental accommodation.

Homelessness legislation in Northern Ireland was originally designed to provide housing to homeless people in the social rented sector. However, the supply of social housing has decreased whilst its demand has increased. Consequently, there is now severe pressure on the available social rented housing in many parts of Northern Ireland.
